Well my personal skill set as well as Sentinals armor call for me to have at least a 13 in strength. I "personally" like running Endure Pain and Defy Pain together. It allows me to just wade on in and beat the hell outta things. My monk henchies heal me just fine while I keep my HP total and Armor level as high as possible while my axe does its job. The 2 penetrating attacks and dismember are good enough to kill just about everything.

I'm a strength user too usually running a pure warrior W/Mo build (only use the M for the hard resurrect), using a few strength attack skills and flourish to spam them..then can also tank if needed with dolyak signet and defy pain. I only use points in tactics for 'Watch Yourself'

12+3+1 Weapon, 9+1 strength, 9+1 tactics or 9 secondary is the correct answer =). Now that flail/enraging is on every bar, there's little point in using sentinel's for +20 vs Ele when you can get +10 vs Ele and +10 vs Physical from sentry's without requiring the horrible 14 in strength.

I use Strength in many builds, such as sword with Rage of Ntouka (old school Barbarous slice, Gash and Final trust) or even hammer build. I dont think its useless. I have lot of fun using headbutt (need strength to reach at least 100 dmg) +zealous mod for energy gain.

Strength doesn't give you enough bonuses to devote points to it. Just place any leftover atribute points into it and you will be doing fine.

Strength, in general, is regularly spec'd at 9+1 by most experienced warriors. High strength really applies to farming/tanking builds more than general PvE.

As for sundering, I have studied the comparison of elemental and sundering sword mods, only to find that they did equal damage using the exact same build on the exact same targets. Sundering mods are overrated, imo. Anyway, I'm a Flail/Enraging Charge fan, and strength of 10 is almost a must to make the best of them. Anything higher is strictly for unique builds with heavy defense.
